The apple device driver was never on my computer, however, I was able to install it after installing a program called "Driver Update" for some reason when I downloaded the "Apple mobile device driver" it did not install, but after downloading the driver update program, there was no problem and the file installed without a hitch.
This problem was driving me crazy as I am able to connect the Ipod to my laptop, but not on the desktop Windows 10 on both. Problem solved now, and thanks again for your input. ITunes repair tho can be iffy, you mostly have to uninstall it from ccleaner than reinstall from your browser when theres probl with it.

In some cases AV has had to be removed to allow iTunes to install. You could try the component wise install method described in the section Install missing components.
